Balance Changes
- Re-enabled.
- [Repair Pack] Duration bonus decreased from 50% to 25%.
- Additional bolt damage decreased from 50% reduced damage to 60% reduced damage.
We're lowering the ceiling and total resource that Hazard's Spike Guard oriented builds gain, so there's more windows of opportunity for counterplay.
- Damage decreased from 60 to 40.
- Extra [Spike Guard] Resource reduced from 30% to 15%.
- [Violent Leap] Hit Bonus Energy decreased from 15% to 10%.
- Movement Speed penalty reduction decreased from 90% reduced to 50% reduced.
- Extra [Spike Guard] Resource bonus decreased from 50% to 25%.
- [Jagged Wall] Hits Bonus Energy decreased from 25% to 15%.
Royal Bullets has enabled Junker Queen to be dominant for several seasons now, so we're tuning it down to bring her more in line with other tanks in Stadium.

We're fixing some bugs that popped up with the recent changes to Juno and adding a bit more firepower to her Weapon Power oriented builds.

Ramattra has started with a middling win rate in Stadium, but as his builds become more optimized, some of them have proven to be outliers. We're tuning back some of his Ravenous Vortex / Nemesis Form oriented Powers, and we're improving his Weapon Power oriented options.

- Healing decreased from 50% to 25% of damage mitigated.
- [Nemesis Form] Cooldown Reduction per enemy hit by [Ravenous Vortex] reduced from 1s to 0.5s.

- Cost decreased from 12000 to 10000.
- Damage amplification increased from 10% to 15%.
- [Ravenous Vortex] cooldown reduction reduced from 100% to 75%.
- Final Form healing reduced from 80 to 50.

- Cooldown reduced from 8 to 7 seconds.
- Movement speed bonus reduction while revealed by damage reduced from 50% to 33%.
- Health increased from 175 to 200. (Total health increased from 250 to 275.)
Water College Hat is a little too efficient for its cost, causing it to be mandatory for many Wuyang builds. We're adjusting it to give value more in line with its cost.
